Education holds the key to economic growth, social transformation, modernization and national integration. The National Policy on Education formulated in 1986 and modified in 1992 aims to provide education of a comparable quality up to a given level to all students irrespective of their caste, creed residence or sex. It aims at promotion of a national, a sense of common citizenship and composite culture and strengthening national integration. It lays stress on the need for a radical transformation of the education system to improve its quality at all stages and gives much greater attention to Science and Technology. All children are proposed to be provided free and compulsory education up to 14 years of age. The Directorate of Education earnestly endeavors to implement the policy.The educational facilities are provided in stages i.e. pre-primary, primary, middle, secondary, senior secondary and university level. Pre-primary and primary educations are mainly the responsibility of the Municipal Corportation of Delhi.Brief history and background for its establishmentThe Delhi Municipal Corporation came into existence in 1958 when the erstwhile Delhi Municipal Committee and different local bodies were merged. The Corporation a creation of the Delhi Municipal Corporation Act, 1957, (be hereinafter referred to as the Act), has jurisdiction over the entire area of Delhi except certain areas falling under the jurisdiction of New Delhi Municipal Committee and Delhi Cantonment Board.Mission / VisionThe National Policy on Education, 1986 (Revised and Enlarged in 1992) envisages an unqualified priority to Universalisation of Elementary Education. The Right of Children to Free & Compulsory Education Act, 2009 has further revitalized the importance of elementary education and responsibility of Education Department. The thrust in elementary education is, therefore, onuniversal enrolment and universal retention of children up to 14 years of age; a substantial improvement in the quality of education;Provision for education to Children with Special Needs;Imparting special training to out-of-school children and bring them into mainstream; andPreparation and maintenance of records of each child from 0 to 14 years of age.The objective of the RTE Act, 2009 are being pursued vigorously by MCD. Various projects/programmes and welfare schemes have been launched to give impetus to achieve the educational goals and also to serve as an incentive to the children of weaker sections with a view to minimise drop-outs and absenteeism
